Gary M. Chang, Esq.
Director of Legal Affairs

In addition to his volunteer duties as Board Secretary, Gary Chang, Esq. is Proxy Parent Foundation’s Director of Legal Affairs. He has served on the Board of Directors of Proxy Parent Foundation since 2005. From 2007 to 2009 he served as Executive Director of Proxy Parent Foundation, a dba of PLAN of California.

Mr. Chang received his BA degree from UCLA and his JD from Southwestern Law School. He has been an attorney in private practice since 1998, currently specializing in special needs planning. He has been an active advocate in public education reform and is also a trained and experienced mediator in community relations.

Mr. Chang is the father of a mentally disabled adult, a member of Glendale California National Association of Mental Illness (NAMI), an advocate for the rights of all disabled persons, and a frequent speaker on the subject of pooled special needs trusts.

Mr. Chang serves on the Business Committee, Investment Platform Committee and the Trust Oversight Committee for Proxy Parent Foundation.
